In Kane v. City of Beaverton, (Edmonds, J.), the lone opinion issued by the Court of Appeals today, the court held that ORS 222.750, which authorizes a city to annex property contained compeletly within the city's corporate boundaries (i.e. an "island" of unincorporated property) without the consent of the owners/residents of that property, does not violate the Equal Protection clause of the Fourteenth Amendment.
Mr Reiss says he has not been surprised by the victims. "People are much more discerning now about how they spend their money and you have to keep moving forward as a brand. If you don't have that sense of uniqueness or give customers what they want, you are going to struggle. You have to be adaptable and understand your customer. It's a tough world out there."
